Program for Aid to Victims of Sexual Assault serving Southern Saint Louis County to empower survivors and our community.
PAVSA was started in 1975 by a small group of dedicated women determined to combat the issue of sexual assault in the greater Duluth community.
Over the past 50 years, PAVSA has continued to offer supportive services to survivors of sexual assault and has consistently sought to improve how systems respond to survivors, their partners, friends, and family.
In partnership with our community, PAVSA will continue to support survivors, educate the community, and advocate for social change until we see an end to sexual violence in our community.

Confidentiality
We do not, nor will we ever, share a survivor’s identity without their permission. We are a judgement-free organization dedicated to protecting your most sensitive information. Your story is yours to share on your own terms.
Inclusivity
Everyone knows someone who has experienced sexual violence. Our staff and team of advocates regularly undergo training to help them support survivors of all ages, races, orientations, gender identities, and life experiences.
Resiliency
We stand with you and we help you overcome the barriers you’ll face on your healing journey. Healing isn’t linear, and we are here to meet you where you are at.
Community-mindedness
Eliminating sexual violence requires a community educated on the topic and prepared to support survivors who call that community home. Our advocacy work includes community education, as well as partnerships with like-minded organizations to create a coordinated community response to sexual violence, including trafficking and exploitation.
